Handles are allowed 39 characters in one place and 40 in another.

What and why
Picking a handle in the profile allows 39 characters, while generated handles (a 35-character stem plus a suffix like "-1000") and generated member ids can reach 40, and the wall accepts 40. Pick one limit, enforce it in @nw/contracts and @nw/tasks, and make every generator (contributor handles and member ids) stay inside it.
