Remove the dead join-mode code

The /join form is gone, but its intake and wizard code still ships.

What and why

We closed applications and /join now redirects to /contribute. The web app still carries the join-mode intake chat, the application wizard and their drafts (apps/web/lib/form-drafts.ts, the intake join mode). Remove what nothing reaches any more, across web, contracts and the API, without breaking /submit.

Done when

Acceptance criteria

No code path in apps/web references the join intake or wizard
Contracts drop the unused join form kinds, or keep them only where the API still reads old rows
/submit and its intake chat work as before (tests)
pnpm typecheck, test and lint pass
