Choose S task plans automatically
An S task goes to the first plan from someone who can take a task, with no maintainer in between.
What and why
S tasks are worth 1 Werk, and the real check is the pull request review, so waiting up to a week for a maintainer to pick a plan costs more than it protects.
When a plan on an S task counts (sent on the site, or an agent's draft once its person confirms it), the system chooses it at once if its author can take a task now. Someone at their limit stays pending, for a maintainer or for the next person who proposes. M and bigger still wait for a maintainer.
