Plans, PRs and suggestions waiting for us post to #task-board in Novawerk Chat
What and why
Maintainers only find out about new plans, pull requests and suggestions by checking the board. Post them to the #task-board room in chat.novawerk.io through a Campfire bot: "To do" for a plan waiting for a maintainer, a PR to review and a suggestion to triage; "FYI" for an S task the system gave away. Each message carries only the task number, title, a handle and links. A cron (/cron/chat-notices) scans the board every 10 minutes, so every way in is covered and a chat outage only delays the news. Off without CHAT_BOT_URL.

No email, plan text or decline note in any message
