Uploads in local development without Vercel Blob
Test screenshots, CVs and project files locally with no Vercel account.
What and why
Locally, every upload needs a Vercel Blob token, and the docs said to vercel env pull production's stores. Contributors can't test uploads (screenshots on suggestions, CVs, project pictures and files) without a Vercel account, and those who can test against production data.
With DEV_LOGIN=true and no BLOB_* token, the local API should keep both stores in .local-files/ (private files never served) and take the uploads itself.
Done when
Acceptance criteriaWith DEV_LOGIN and no BLOB_* token, the admin and the website upload to the local API, and the files land in .local-files/
Private files are never served from /dev/files/
Upload tickets keep their rules locally: one pathname, the allowed types, the size limit, no overwrite
The docs no longer tell anyone to pull production's Blob tokens for local work
