Every contributor flow runs locally without our keys
GitHub, pull requests, uploads and the post writer, simulated in local development.
What and why
Testing NW-24 as a new contributor showed that most board flows can't run locally: proposing and taking an S task need GitHub linked, and linking needs our GitHub App; pull requests can't move tasks without the App's webhook; the post writer needs an Anthropic key; local pictures don't show; a bare db:migrate fails. The setup guide also missed the env values, the seeded accounts and the site's cache.
Done when
Acceptance criteriaWith DEV_LOGIN and no keys, a contributor can sign in with GitHub, take an S task, open and merge a PR, and see the task done, all locally
CONTRIBUTING.md and the nw-contribute skill take a new contributor from clone to that, with no Vercel, GitHub App or Anthropic account

Open to read. Decline notes go only to the proposer.Done in https://github.com/Novawerk/novawerk-workspace/pull/60: a simulated GitHub in the API for local development (apps/api/src/dev-github.ts), a stub Claude for LLM_PROVIDER=mock, local pictures shown, db:migrate reading apps/api/.env, and the setup guide and nw-contribute skill.
Ran every flow in the browser on a fresh local stack with no keys; new apps/api/test/dev-github.test.ts.
