Local API listens on 8787 with the example .env

A new contributor's email sign-in couldn't reach the local API.

What and why

Following CONTRIBUTING, a contributor typed an email on /sign-in and nothing happened. Two causes: apps/api/.env.example has an empty PORT=, which made the local API listen on a random port (Number("") is 0), and the docs' SESSION_SECRET=<32+ random characters> taken literally is too short, so the API stops at boot. Either way the site only said it couldn't reach the task board.

With PORT= empty in apps/api/.env, the API listens on 8787 (with a test)
CONTRIBUTING (en, zh-CN) and nw-setup generate SESSION_SECRET with one command
Against a local API, the sign-in error names the API URL and where to look
