Give the notices workflow room for a backlog
The every-10-minutes workflow gives up after 120 seconds, while a big backlog can take longer.

What and why
.github/workflows/contributor-notices.yml calls the API with curl --max-time 120. A run with ~400 sends can take longer, so the run goes red although the function finishes. Raise the limit or cap sends per run, and make the two agree.

Raise curl --max-time in .github/workflows/contributor-notices.yml to 300 s, matching the API's maxDuration, and note the per-run cap next to it.

Run the workflow by hand once and check it finishes green; no secrets in the log.
