What and why
Add /newsletter (list of issues) and /newsletter/[issue] (web version of one issue) as designed in docs/contributor-board-design.md. Issues don't exist in the database yet: start with the page, the API read and an empty state, so the monthly issue work can fill it. /newsletter/* already has the confirm and unsubscribe pages: issue slugs are yyyy-mm so they never clash with those.
