Steadier idempotency for batched reply notices
A retried replies mail can be sent twice when new replies arrived in between.

What and why
Batched reply notices use a hash of the claimed rows as the idempotency key. If Resend accepted a mail but answered with an error and new replies arrived before the retry, the retry claims more rows and sends a second, overlapping mail. Make the key stable for a batch window (person, task, hour).
